JOB TITLE: Commercial Manager – Complex Care Division

Location: UK (Hybrid – Office & Field-Based)
Salary: Up to £60,000 + Company Car + Performance Bonus
Reporting to: Directors

Description

The Commercial Manager will build, lead, and grow the Complex Care Division, driving new business, securing commissioned packages, and establishing Fidelis Healthcare as a trusted provider across ICB and CHC frameworks.

The role is commercially driven (approx. 70–80%), with responsibility for:

· Generating new revenue streams

· Leading commissioning conversations

· Developing strategic partnerships

· Supporting mobilisation of complex care packages

This aligns with industry expectations where complex care commercial roles focus heavily on ICB relationship development, tendering, and package mobilisation .

Responsibilities

  • Commercial Growth & Business Development
  • Lead the end-to-end sales cycle from lead generation to contract award
  • Identify and secure new complex care packages (adult & paediatric)
  • Develop relationships with:
  • Integrated Care Boards (ICBs)
  • Continuing Healthcare (CHC) teams
  • Local Authority commissioners
  • Case managers & service managers
  • Drive bid, tender, and framework submissions
  • Commissioning & Stakeholder Engagement
  • Act as the primary commercial interface with commissioners
  • Demonstrate strong understanding of:
  • CHC funding pathways
  •  Personal Health Budgets (PHB)
  • Joint-funded packages
  • Support commissioning discussions aligned to NHS structures where services are planned and funded through integrated systems working across NHS and local authorities
  • Division Build & Leadership
  • Establish and scale the Complex Care Division from the ground up
  • Define strategy, structure, and commercial targets
  • Work closely with:
  • Clinical Lead
  • Compliance & Recruitment teams
  • Operations / Stabilisation team
  • Embed a high-performance, target-driven culture
  • Package Mobilisation & Delivery Oversight
  • Oversee successful mobilisation of care packages:
  • Complex home care
  • Learning disabilities
  • Brain injury & high acuity care
  • Ensure seamless transition from sale to delivery to retention
  • Collaborate with clinical teams to ensure safe, compliant care delivery
  • Market Intelligence & Strategy
  • Maintain strong awareness of:
  • · ICB commissioning priorities
  • · Budget pressures and rate negotiations
  • · Sector competition and pricing trends
  • Shape Fidelis’ commercial strategy to remain competitive while maintaining quality
  • . Performance & Reporting
  • Deliver against:
  • · Revenue targets
  • · Package wins
  • · Conversion rates
  • · Provide regular reporting to Directors
  • Maintain CRM and pipeline visibility

Requirements

  • Minimum 2+ years in a similar commercial / business development role within complex care or healthcare staffing
  • Proven track record of success (e.g., winning packages, contracts, or frameworks)
  • Strong existing relationships with:
  • ICBs
  • CHC teams
  • Commissioners / service managers
  • Demonstrable understanding of:
  • Complex care pathways
  • Commissioning cycles
  • NHS / ICB structures
  • Some experience in tendering, bid writing, and negotiations
  • Commercially driven with strong sales acumen
  • Desirable
  • Experience building or scaling a new business unit or division
  • Knowledge of:
